A mobility scooter is a mobility aid similar to a wheelchair but configured like a motor scooter. It is often referred to as a power-operated vehicle/scooter or electric scooter. Where do I go to get help for a disabled, poverty level, woman who needs a vehicle that will help her get help

Is there a government intity or a charity that can help her get transportation to and from dr.s. She had an old car but could no longer drive it because it was a standard tran. and she also now has a large electric mobility scooter that would not fit in the car. this lady lives in a small town about 100 miles from all her specialists she has to see every month. This lady has not left her home in almost 4 years except to go to the dr.s, and now she can hardly do that. There almost has to be help out there somewhere. I asked her to go with me shopping and she started to cry. She has not been shopping for even groceries much less clothes in over 4 years because she can't walk that far. Please help me help her.

Do you think all vehicles that use the road should be Road registered and insured?

All vehicles including, Bicycles and mobility scooters.
Should all have a registration number and insurance. (Except tax as they are self propelled or electric)

Bicycles do cause damage to other vehicles when crashed and they have no insurance to cover themselfs nor the person or object they hit. (And having a reg number should stop alot of them going through red lights and using the pavements)

Yes and I also think that bicycles should have to follow the same rules as a car does and I think bicycles should have to be inspected to see if they are in working order like a car does. But I also think that there should be bicycle lanes everywhere for more safety for the person riding the bike.
